<p>Dear Minister Moore,</p>
<p>Hot summer we&#8217;re having, eh? Hope you and your dog are keepin&#8217; cool.</p>
<p>As I&#8217;m sure you&#8217;ve heard by now, the CRTC has <a href="http://www.crtc.gc.ca/eng/archive/2012/2012-384.htm" target="_blank">approved</a> CBC&#8217;s request to shut off its remaining analogue television transmitters and to not replace them with digital transmitters.</p>
<p>Two elements of this CRTC decision stand out to me.</p>
<p>First, the CRTC mentions in the decision that CBC does not have an obligation to broadcast.</p>
<p>I find this curious since the CBC is defined in the Broadcasting Act (Section 3, l) as &#8220;the national public broadcaster&#8221;.</p>
<p>The other thing about the CRTC&#8217;s decision that stands out to me is that the CRTC is once again putting its faith in Shaw&#8217;s Local Television Satellite Solution (LTSS) program as the sure fire fix to Canadians who stand to lose OTA CBC TV on August 1, 2012.  If a BDU like Shaw is going to be the saviour of rural and remote CBC TV, Shaw really should start promoting this largely unknown and limited time offer. CBC and Canadian Heritage should be promoting the LTSS too, I reckon.</p>
<p>Seeing that WordPress is advising that this here is my 100th Dude, Where&#8217;s My TV? blog post and that the CRTC has approved CBC&#8217;s request to shut off its remaining analogue television transmitters across Canada, I figure that it&#8217;s fitting that I make this my final Dude TV blog post.</p>

<p>Spotted this beauty up the hill from my apartment.</p>
<p>It&#8217;s the first multi-tool portable CRT TV I&#8217;ve seen curbside.</p>
<p>In addition to its 5 inch screen (likely B&amp;W) this Coleman thing also contains a latern and a AM/FM radio.</p>
<p>It&#8217;s battery powered and has a handy strap for when you&#8217;re portaging.</p>
<p>I was about to take it home when I remembered that it&#8217;s useless in most Canadian television markets.</p>

<p>Dear Minister Moore,</p>
<p>I see that your Digital Television Transition team has received a Public Service Award of Excellence for their work on Canada&#8217;s transition.</p>
<p>Having spoken with members of your DTV team last year, I agree that they tried their best with the limited resources made available to them to assist citizens with the transition.</p>
<p>It&#8217;s also interesting to hear that 210,000 Canadians accessed your DTV website and that thousands phoned your toll free DTV hotline. I hope you release more data related to visits to your website and calls to your hotline.</p>
<p>The thing is, it seems a tad early to bestow such an important award on your team.</p>
<p>Canada&#8217;s DTV transition is far from over.</p>
<p>Here are just a few items/issues still on the DTV To Do list:</p>
<ul>
<li>CBC/Radio-Canada upgrading its television transmitters in all mandatory digital markets.</li>
<li>CBC/Radio-Canada shutting down its analogue television transmitters across Canada</li>
<li>TVO shutting down its analogue television transmitters in non-mandatory digital markets in Ontario.</li>
<li>Shaw upgrading all of Global TV&#8217;s analogue transmitters to digital.</li>
</ul>
<p>I&#8217;m all for awarding public servants for a job well done but I think in the case of your DTV transition team there is still plenty of work ahead.</p>

<p>Dear Minister Moore,</p>
<p>Received a Twitter tip from <a href="http://twitter.com/mvormittag" target="_blank">@mvormittag</a> this morning that CBLFT (French CBC TV in Toronto) was doing ATSC Mobile DTV testing, also known as ATSC Mobile DTV, ATSC M/H or just MDTV.</p>
<p>I scanned for signals on the RCA MDTV portable television borrowed from <a href="http://twitter.com/catmiddleton" target="_blank">@catmiddleton</a> when I got home this afternoon.</p>
<p>Sure enough, I was able to pull in one MDTV signal.</p>
<p>It wasn&#8217;t in French but it was a MDTV broadcast of the same episode of CBC TV&#8217;s &#8220;In the Kitchen with Stefano Faita&#8221; that was also airing on CBC&#8217;s Toronto DTV broadcast.</p>
<p>As you can see above, the station displayed as 5 -2 (25) CBC E. Please note that the time in the photo is one hour behind (I need to spring the internal clock forward).</p>
<p>The display did not show any Closed Captioning or multilingual audio.</p>
<p>Both H-264 and HE-AAC were both highlighted which is strange.</p>
<p>The picture signal was good but the audio had a variable clicking sound to it.</p>
<p>This is exciting news. I hope CBC keeps this sort of multiplexing up.</p>

<p>It might be gone by now.</p>
<p>Not sure of the make or model but it looks to be about a 20 incher.</p>
<p>The pathetic pile of snow next to the TV reminds me of how mild Toronto&#8217;s most recent winter was.</p>

<p>Dear Minister Moore,</p>
<p>Summer has arrived early, eh?</p>
<p>Before I get to Part 3 of my review of Shaw&#8217;s Local Television Satellite Solution (LTSS) program, I&#8217;d first like to add something I forgot to mention in <a title="Part 2 – Shaw Direct: The Saviour of Free TV in Rural and Remote Canada?" href="http://dudewhereismytv.wordpress.com/2012/05/07/part-2-shaw-direct-the-saviour-of-free-tv-in-rural-and-remote-canada/" target="_blank">Part 2</a> of this post.</p>
<p>While the LTSS program is now bringing more and better quality television channels to my parents&#8217; place in Denbigh, ON, one downside of the LTSS program that I failed to mention is that it is low on the local (in Ontario, at least).</p>
<p>Of the 12 channels that my parents can now watch in Denbigh, none are local.</p>
<p>Ottawa is only 2 hours away but zero Ottawa stations are available in Denbigh via the LTSS (or OTA DTV for that matter).</p>
<p>For the 40 years leading up to Canada&#8217;s digital television transition, Denbigh residents could watch CJOH (CTV Ottawa) and CBOT (CBC Ottawa) among others over-the-air in analogue. No luck since August 31, 2011.</p>
<p>The closest station available in Denbigh under the LTSS is CTV Sudbury which is 6 hours away.</p>
<p>My point here is that there is a downside to satellite beyond cost and line of sight reception. Satellite sucks for local television.</p>
<p>Now for Part 3 of my LTSS report featuring the handsome hoser pictured above.</p>
<p>Toby is the son of my parents&#8217; neighbours in Denbigh.</p>
<p>Like so many Canadian sons and daughters, Toby has been trying to help his parents (both Seniors) to adjust to the digital television transition.</p>
<p>Toby&#8217;s mother thought she would also apply to the LTSS after learning of the eventual success my parents had.</p>
<p>The refurbished Starchoice SD receiver arrived no problem (as pictured above).</p>
<p>Things were looking up until it came to the installation.</p>
<p>The same guy from Kingston who installed my parents dish drove up to Denbigh.</p>
<p>Chris the Installer started doing his thing but soon ran into trouble.</p>
<p>In order to get to a spot with a clear line of sight from the dish to the Shaw satellite(s), Chris had to run a bunch of cable up to the road.</p>
<p>Unfortunately for Toby, his parents domicile is more than 250 feet from where the Shaw Direct dish needed to be installed.</p>
<p>Apparently, installers are not allowed to run more than 250 feet of coax to the dish since the signal will degrade too much.</p>
<p>The end result for Toby and his parents (and his sister and brother in law) is that they are not able to receive TV under Shaw&#8217;s LTSS program.</p>
<p>From what my brother has advised, Chris the Installer simply packed up and left once he learned that they needed more than 250 feet of cable.</p>
<p>I mentioned this scenario on Twitter and the ever resourceful <a href="http://www.twitter.com/mvormittag" target="_blank">Mike Vormittag</a> advised that an amplifier at the 250 foot mark could be a fix.</p>
<p>Whether Shaw will resend Chris to try again with an amp is unclear.</p>
<p>That&#8217;s Toby&#8217;s LTSS story.</p>

<p>Dear Minister Moore,</p>
<p>Today is the two-year anniversary of this here blog.</p>
<p>Originally launched as part of a directed research course at Ryerson, the blog has since taken on a life of its own.</p>
<p>My first <a title="First Post" href="http://dudewhereismytv.wordpress.com/2010/05/15/hello-world/" target="_blank">post</a> was made 15 months before Canada&#8217;s digital television transition deadline.</p>
<p>At the time, I was worried that Canadians weren&#8217;t being given enough information about the transition. This blog was to serve as a platform where Canadians who watched over-the-air (OTA) television could learn more about the DTV transition and also share their own stories. One of my posts, a <a title="Ontario Video" href="http://dudewhereismytv.wordpress.com/ontario-video/" target="_blank">vlog</a> entry featuring a Roblin, Ontario OTA TV viewer, was played to the CRTC in 2011.</p>
<p>Following Canada&#8217;s digital television transition deadline of August 31, 2011, this blog has shifted to being more about how Canadians are accessing their television in the digital age and at what cost.</p>
<p>Next up is the shut-off of CBC/Radio-Canada&#8217;s remaining <a href="http://cbc.radio-canada.ca/site/budget/en/index.html" target="_blank">620</a> analogue OTA television transmitters on July 31, 2012. TVO will also be shutting off its remaining 100 or so analogue transmitters on the same day.</p>
<p>If you are part of the 1.7% of TV viewers who are still watching CBC/Radio-Canada over-the-air in analogue, and/or an analogue TVO viewer, please leave a comment and share your story.</p>
